Republicans and tea party organizations say Peter DeStefano was placed on the ballot in New Jersey's 3rd District with the help of Democrats trying to siphon off conservatives votes for the Republican candidate.
The Asbury Park Press reports DeStefano's bankruptcy filing shows the frame-shop owner had nearly $138,000 in liabilities and an income under $11,000 per year.
Though DeStefano is running as a Tea Party candidate, Tea Party groups say they don't know him and he doesn't have their support.
Both DeStefano and Democratic U.S. Rep. John Adler deny that they're in cahoots.
