TRENTON — A resolution aimed at stopping Gov. Chris Christie sweeping changes to New Jersey's Medicaid program has survived its first legislative test.

The Senate Budget Committee approved the resolution introduced by two Democratic senators on a party line vote, with all four Republicans voting against it.

Christie plans to ask the federal government later this month to approve $300 million in cuts to the health care program for low-income people. Some of the savings would come from limiting eligibility and requiring patients to participate in managed-care programs.

The resolution urges the federal government to reject aspects of Christie's plan, leaving the Obama administration to decide whether to side with the Republican governor or Democrats in the Legislature.

A Democratic-sponsored state budget plan being debated Monday also would limit the Medicaid overhaul.
