TRENTON — A New Jersey appellate court upheld a decision last month saying the state Department of Corrections does not have to pay for a convicted rapist's request for gender reassignment surgery, according to a report on Philly.com.
James Randall Smith, of Vineland, says he is a woman trapped in the body of a man, the report said, but the Department of Corrections said Smith does not have gender-identity disorder. Smith was given an 105-year sentence after he raped and tortured a then-17-year-old girl in 2000 near the Ocean City boardwalk, the report said.
